Again, I raise it to normal for really curvy tracks. I find it much easier to keep my car pointed the direction it's actually going with the stiffer handling, and less minor swerving equals more top speed on straightaways. I also lower this 2 or 3 notches on all my cars for the same reason. Raising it helps with cornering but overall makes the car harder to control. Handling is actually a lot like steering. Only on a REALLY twisty track or when dragging do I raise the slider back to the middle (on drags having it higher helps you change lanes faster). I have lowered Steering 2 or 3 notches on all my cars because I find the default has me swerving a lot when I am trying to go straight but even with the lower settings I can make virtually all corners without problems. Raising steering loosens you steering making cornering easier but making the car harder to control when not cornering. If you need more top speed then just change your performance settings.
